PERSPECTIVE PLANNING DIVISION (PP DIVISION)

This Division is entrusted with the work of preparation of perspective planning in the State. The PP Division of the Planning & Development Department is looking after the matter relating to Non-Lapsable Central Pool of Resources as well as Special Economic Package for the BTC area that is outside the purview of the State Plan. This division is responsible to make all necessary communications with the DONER directly in one hand and with various development department of the State on the other 

The main functions in respect of Non-Lapsable Central Pool of Resources are as follows:

·         Selection of sectors as per needs and requirement of the State as well as the schemes/ projects.

·         Examination of concept papers of the selected projects and schemes and submission of the same to DONER.

·         Examination of the Detailed Project reports of the retained projects and submission of it to the DONER.

·         Recommendation and released of funds on the basis of the demands of the Department. Submission of utilization certificates, quarterly progress reports and completion certificates etc. to the DONER.

·         Schemes / Projects are reviewed bi-monthly at the level of Principal Secretary, Planning & Development Department and Quarterly at the Level of Chief Secretary of the State.

·         The Minister Planning & Development Department also reviews the progress of schemes at his level. Hon’ble Chief Minister also takes part in review as and when he wishes.

·         Field level monitoring is also conducted.

Functions in respect of Economic Package of Bodoland Territorial Council are as follows: -

·         Submission of prioritized proposals to the DONER along with examined concept papers.

·         Examination of Detailed Project Reports of the retained schemes / projects with reference to the Techno-Economic Examination report of the line department for placing before in standing committee for approval.

·         Recommendation and release of funds for placing to the BTC.

·         Submission of utilization certificates, Quarterly Progress Reports and completion certificate to the DONER.

·         Physical monitoring of the scheme.

ACTIVITIES OF THE DEPARTMENT(PERSPECTIVE PLANNING DIVISION):

The Non Lapsable Central Pool of Resources(NLCPR) was created in the year of 1998-99 by the Government  of India from the unspent fund of 10%  Gross Budgetary Support of Central Government Ministries stipulated to be spent for development of north eastern region. The central ministries transferred the unspent amount to the pool of resources that is non lapsable administered by the Ministries of Development of North Eastern Region (DONER). 

The objective of the pool is to develop infrastructure in the region. The sectors of development under  which projects are funded from the pool  are Roads & Bridges , Power , Health , Education , water supply , Water resources , Sports & Civil aviation etc  with funding pattern of 90% Grant from the central government  and 10% loan  to be contributed by the State Government .

 

A no.of 481 projects have been sanctioned by M/DONER for the state of Assam under NLCPR (including projects under BTC Area and BRO) since 1998-99 at an approved cost of Rs. 2450.01 Crore . M/DONER has released Rs 1732.31 Crore and Rs. 1328.85 crore has already been utilized. Out of 481 sanctioned projects, 268 nos of projects has already been completed and 213 Nos . of projects are at different stages of implementation. The overall percentage of the achievement of the state is about 76.68.   

27 projects were approved in the 2010-11 at a cost of Rs.323.89 crore and DONER released Rs.114.89 crore that includes amount released for projects sanctioned in previous years.. The projects under NLCPR are at different stages of implementation and necessary steps are being taken up for full utilization of fund. 

In addition to approval of projects, the Government of India retained 24 projects amounting Rs.330.11 crore in the year 2010-11 for funding under  the Non –Lapsable Central Pool of Resources are as under :
